Montenegro offers citizenship by investment program.
The Montenegro Citizenship by Investment Program was launched by the Government of Montenegro as part of its ongoing efforts to attract foreign direct investment and increase economic activity in the country.
The Montenegro Citizenship by Investment Program requires applicants to make a defined economic contribution to Montenegrin society through an investment in an approved development project, and a capital contribution to a fund designated by the government for the advancement of under-developed areas. In exchange, and subject to a stringent vetting and due diligence process, including thorough background checks, applicants and their families are granted citizenship.
Dual citizenship
Successful applicants to the Montenegro Citizenship by Investment Program are exempt from the country’s restrictions on dual citizenship stipulated in Article 8 of the law on Montenegrin citizenship. Article 12 of the law states that citizenship may be exceptionally granted to individuals on the basis of special contributions (such as economic interest) to the country, which applies to successful program applicants.
Update 2022 – Montenegro will terminate its Citizenship by Investment program as of December 31st, 2022.
Montenegro has extended the program’s termination from its original set date of December 31st, 2021 to December 31st, 2022. One of the reasons for this is the underwhelming demand for the Montenegro CBI program. Another reason is that the European Union – which Montenegro aspires to join – disapproves of the program. Montenegro will continue to receive applicants for the program until the set date only.
Montenegro Citizenship by Investment Program Options
Investment Option 1
— Investment of 250.000€ in a designated project* in the northern area.
*Designated project – a 4-star hotel or a mixed touristic complex, at least 35 accommodation units, a minimum total investment of 5.000.000€, and at least 25 new employees.
— Donation* of 200.000€ to Government funds: Montenegrin Innovation Fund and Development Fund.*.
* New rules since 1st of January 2022.
Investment Option 2
— Investment of 450.000€ in a designated project* in the coastal area of Montenegro or the capital city of Podgorica.
*Designated project —a 5-star hotel or a mixed touristic complex with at least 60 accommodation units, a minimum total investment of 15.000.000€, and at least 80 new employees.
— Donation* of 200.000€ to Government funds: Montenegrin Innovation Fund and Development Fund.*.
* New rules since 1st of January 2022.
1. Go through a preliminary check with your agent.
2. Gather up all of the required documents and choose which real estate investment project you’d like to go for.
3. Fully pay for the investment and any government fees, and make the donation.
4. Submit your application and wait up to 6 months for an outcome; due diligence will be conducted.
5. Get a certificate of naturalization.
6. Travel to Montenegro to take a citizenship oath and provide your biometric data.
7. Receive your passport – your citizenship is issued for life.
