About Lithuania Citizenship and Residency

A citizen of a non-EU Member State can obtain a residence permit, which allows foreigners to live in Lithuania all year long, depart and return to the country multiple times, as well as travel through all Schengen zone member countries visa-free. Residency in Lithuania usually is granted for one year initially and next time renewed for two years in some cases even for three years.

In order to get a residence permit you need to meet the necessary requirements set by the migration department. There are several legal grounds to apply. Our company is dealing only with business immigration clients as per the list below:

  1. Register a company, start doing business;
  2. Register a branch office and transfer foreign workers to work in it;
  3. Register a company and employ yourself as a highly-skilled specialist;
  4. Buy an already-running business and apply for a residency instantly.
  5. As well one person can apply under the same basis being a shareholder and director in one person.

Immigration Programs to Lithuania:

A. Company ownership or director of the company

  1. To include a total of 4 persons in one company to apply for a residence permit.
  2. Three shareholders and one director. 
  3.  No restrictions for nationalities.
  4. One person can apply under the same basis being a shareholder and director in one person.

Requisitos:

  1. The company has to have not less than 28’000,- Eur value of share capital and each separate shareholder has to own not less than 14’000,- Eur of share value. If there will be three shareholders, the share capital value has to be not less than 42’000,- Eur. You don’t need to deposit the share capital money.
  2.  hired at least one Lithuanian citizen with a salary not less than two average salaries of Lithuania, which currently is 890,- Eur. So two average salaries would equal 1’780,- Eur.
  3. The company has to be active for at least 6 months. It means that after registering a company you have to run the business for a minimum of six months before applying for a Lithuanian residence permit in the migration department.

Minimum costs to run a company in Lithuania:

  • Government taxes from two average salaries: 900,- Eur/month;
  • Office rent starts from 150,- Eur/month;
  • Accounting services 100,- Eur/month;

Total minimal expenses: 1’150,- Eur/month.

Procedure: Company registration takes 5 business days after registration company has to be run for six months and then we will prepare residence permit application forms and supporting documents within 5 business days. The decision by the migration department takes around 2 months to come out. Applicants can submit documents in any Lithuanian embassy abroad or submit documents directly to the Lithuania migration department. For company registration personal appearance is not mandatory.

B. Representative office, and branch office registration in Lithuania

  1. Possible to apply for an unlimited count of applicants. 
  2. The foreign mother company of a branch office in Lithuania can transfer its employees to work in a branch office. 
  3.  Managers or specialists can reside in the country.
  4. All workers dedicated to working in the branch office have to have at least one year of work experience in their foreign mother company. A residence permit in Lithuania will be issued for a maximum term of three years. After this period employees have to leave Lithuania and return to their mother company. It is not possible to prolong residence after three years. There are no requirements to employ Lithuanian citizens, foreign companies can transfer only their own employees.

Applicants can submit documents in any Lithuanian embassy abroad or submit documents directly to the Lithuania migration department. For branch office registration personal appearance is not mandatory.

Minimum costs to run a branch office in Lithuania:

  • Government taxes from one employee wage: 200,- Eur/month;
  • Office rent starts from 150,- Eur/month;
  • Accounting services 100,- Eur/month;

Total minimal expenses: 450,- Eur/month.

C. Performing a job requiring high professional skills

  1. Establish a company and employ yourself in it. More than one person can be employed in the same company.
  2. There are no requirements for hiring Lithuanian citizens. The only major requirement is to have an education diploma in bachelor’s or master’s and the salary has to be not less than 2’670,- Eur in a Lithuanian company.

Procedure: Company registration takes 5 business days, then we will prepare residence permit in Lithuania application forms and supporting documents within 5 business days. The decision by the migration department takes around 2 months to come out. Applicants can submit documents in any Lithuanian embassy abroad or submit documents directly to the Lithuania migration department. For company registration personal appearance is not mandatory.

Minimum costs to run a company in Lithuania hiring one highly skilled professional:

  • Government taxes from one highly skilled employee wage: 1’450,- Eur/month;
  • Office rent starts from 150,- Eur/month;
  • Accounting services 100,- Eur/month;

Total minimal expenses: 1’700,- Eur/month.

D. Lithuania residence permit by investment

  1. Possible to obtain a residence permit in Lithuania by investing in an already-running company or business by purchasing a whole or 1/3 part of an already-running business. 
  2. The company will not require you to deposit any more money to maintain its activities, because such a company has already income to cover its running costs and even to pay out dividends to its shareholders. 
  3. You will not need to bother about running the business for a minimum of six months (this is the period that the migration department requires you to provide documents showing business activities to prove that your company is active), because you already will have a running company with employees, bank statements, invoices, premises, turnovers and other necessary stuff required to successfully obtain a Lithuanian residence permit.

Capital Investment is around 15’000,- Eur and up to 50’000,- Eur. Such a company can easily give a total of four residence permits to foreigners in Lithuania.

Residência permanente:

The permanent residence permit is issued five years after the temporary residence for an investor that has continued to live in Lithuania at this time. The temporary required period of residency may be reduced for a foreigner that passes the Lithuanian Language examination.

The requirements for a Lithuania permanent residence permit are:

  1. Application number. You will be given a number when you apply online.
  2. A travel document. Your passport must be valid for at least six months.
  3. Documents of the language proficiency test. A test showcasing your Lithuanian language skills is required.
  4. Sufficient financial stability. You must be able to spend the minimum Lithuanian monthly wage.
  5. Health insurance. If you’re not covered by compulsory health insurance, you must submit proof that you have purchased valid health insurance covering your stay in Lithuania.
  6. Document of temporary residence permit. To apply for a permanent residence permit, you must have lived in Lithuania with a temporary residence permit beforehand.
  7. Permit fee payment. To receive your residence document, you must pay the state-required costs for a permanent permit.

Cidadania:

While it is possible to obtain citizenship by descent in Lithuania, it may also be possible to obtain it after starting a business there and being a resident for 10 years which includes periods of temporary and permanent residency.

If you make Lithuania your “center of life,” pass a test on the constitution, and learn about 500 words of the Lithuanian language – you can get a certificate from a local language school – then you have a decent chance of qualifying for naturalization. However, Lithuania has changed its policy on dual citizenship over the years and often does not allow dual citizenship.

To apply for a Lithuania temporary residence permit, you must:

  1. Get your documents ready. Before initiating the application process, you need to get the required documents ready— keep in mind that different documents are required depending on your permit.
  2. Fill out the permit application request. Then, you must submit a request for residence at Lithuanian Migration Information System (MIGRIS) online platform. Additionally, you need to attach copies of your documents.
  3. Visit the Migration Department. After you complete your request with MIGRIS, you need to visit the Migration Department after four months, along with your original documents and copies of the digital documents you submitted. At this appointment, you also need to submit your biometric data.
  4. Retrieve your permit. Then, after your application has been processed, you must retrieve your residence card. Your residence card contains your personal information and serves as proof of residence in the country.
